ECSO Statement on Healthcare Cybersecurity Action Plan by European Commission

Following President Ursula von der Leyen’s announcement to develop an Action Plan, as outlined in her inception speech and the Political Guidelines for the Next European Commission 2024-2029, ECSO worked with some representatives of the community from the healthcare sector to collect first-hand inputs on challenges and recommendations. The European Commission published the Action Plan on January 15th, here you can find ECSO’s reaction to it:

ECSO STATEMENT

The European Cyber Security Organisation (ECSO) welcomes the Action Plan for the identification of serious risks, the challenges it highlights, and the possible solutions it proposes.

Over the coming months, we will closely monitor its effective implementation, particularly regarding the development of new ENISA Cybersecurity Support Centres and the Cyber Reserves under the Cyber Solidarity Act.

We also look forward to the Joint Health Cybersecurity Advisory Board. We stress the importance of collaborating with the private sector, as this remains a public and private challenge across the EU.

As emphasized in our recently published presentation, there is no time to waste. Healthcare is critical for the whole society. Secure digital infrastructure is required to ensure that health services are reliably delivered and provide the needed level of privacy for all citizens.

Providers and hospitals often face challenging budgetary situations. Public administrations must collaborate with healthcare security and business professionals to strengthen resources through shared tools, crowdsourced solutions, scalable initiatives, and optimized workflows.

ECSO will host a webinar session on the topic of healthcare cybersecurity to address the Action Plan by the European Commission and the ECSO Publication “Cybersecurity in Healthcare: Insights from Security Professionals”. The online session will take place on Thursday, 30 January 2025 at 14:30 CET.

ECSO has been actively working with its members and the ECSO CISO Community from the healthcare sector to gather insights on challenges and propose solutions. We have identified 23 challenges and 49 suggested solutions prioritised based on complexity and criticality. These findings were presented to the European Commission and made publicly available in the ECSO website.

The ECSO Policy Analysis and Outreach Stream delivers in-depth policy analysis to ECSO Members, helping them decode and act upon key European cybersecurity developments. The initiative involves close collaboration with EU policymakers and the integration of insights from both public and private sectors. By engaging with European and international stakeholders, it promotes meaningful dialogue for a structured, dynamic European cybersecurity landscape.
