The European Cyber Security Organisation (ECSO) recently welcomed the European External Action Service (EEAS) to its Brussels office to discuss strengthening collaboration with ECSO and ECSO Members, who represent the wider European cybersecurity ecosystem.
The discussion highlighted key EU initiatives as regards international cyber policies, including for instance the EU’s engagement in the United Nations promoting responsible state behaviour in cyberspace as well as the EU’s Cyber Diplomacy Toolbox.
EEAS and ECSO Exchange Views
The EEAS outlined its organisational structure and priorities within the framework of the Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP). This includes the Hybrid Threat and Cyber Division’s actions to promote responsible state behaviour in cyberspace, increase preparedness and response to malicious cyber activities, and foster international cooperation, including on capacity-building.
ECSO reaffirmed its dedication to strengthening industry collaboration, advancing cybersecurity dialogue, and supporting resilience-building efforts, particularly in Eastern Partnership countries. Public–private cooperation was a recurring theme, with Ukraine highlighted as a powerful example of effective collaboration under crisis conditions. ECSO also emphasised its interest in shaping future mechanisms that connect EU businesses with the EU’s external policy and initiatives, including training, rapid response actions, and knowledge exchange.
Open Discussion and Future Collaboration
ECSO Members raised several questions, such as what role the private sector can play in European strategic autonomy in cyberspace, and how to further support European cybersecurity companies’ visibility abroad.
The EEAS and ECSO explored how structured platforms could help coordinate business contributions and better articulate cybersecurity needs at the international level. Looking ahead, ECSO and the EEAS agreed on the importance of regular dialogue between public and private sectors to identify concrete initiatives for collaboration.
