ECSO Lays Out Concrete Steps for Streamlining EU Regulations at Polish Presidency’s High-Level Roundtable

The European Cyber Security Organisation (ECSO) attended on 10 April 2025 the High-Level Roundtable on simplification of EU digital regulations organised by the Polish Presidency of the Council of the European Union. ECSO provided valuable insights gained through the expertise of ECSO Members and the long-standing ECSO activities on streamlining cybersecurity regulations. With this guidance, ECSO continues to support the establishment of a regulatory framework that ensures an effective development of the European ecosystem.

The Polish Presidency called for this high-level roundtable with the objective of exploring practical ways to reduce regulatory complexity and enhance the business environment in the digital and industrial sectors. ECSO was represented by Joanna Świątkowska, Deputy Secretary General, and Matteo Molé, Manager for Cybersecurity Technologies and Innovation, who brought the spotlight to the everyday experiences of cybersecurity businesses and the concrete actions that must be taken to streamline EU regulatory obligations.

The discussion addressed all areas of impact of EU regulations, with a strong focus on incident reporting, risk management frameworks, assessments and auditing, supply chain, and composition approach. For each one of them, ECSO provided the Presidency with a comprehensive list of problems and the specific recommendations to solve them, all framed within the respective regulations structuring the topics.

The hands-on experience on streamlining regulation

ECSO is not new to the topic of regulatory simplification. Since its foundation, the organisation has amplified the insights of the ECSO Community, whose Members represent a wide range of types of organisations —including businesses, research organisations, and public administrations, among others— and sectors. Fruit of these efforts is the series of long-standing activities “Streamlining Regulatory Obligations”, which include research, dissemination efforts, and structured dialogues with key players to promote a regulatory approach where growth is not hindered by fragmentation.

Following the meeting, the Polish Presidency is set to compile the recommendations provided by all parties into a short report. The European Cyber Security Organisation remains at the disposal of the Presidency and the entire ecosystem to further ensure simplifications are implemented effectively and advance an innovation-friendly regulatory framework for the European Union.
